UCPath
The University of California’s systemwide consolidation of payroll and HR onto a single platform, and what its long, contested rollout reveals about governing large-scale transformation.
Overview
The UCPath project is a large-scale administrative transformation within the University of California (UC) system designed to integrate payroll, human resources, academic personnel, and timekeeping functions into a single system. The name "UCPath" is an acronym for UC Payroll, Academic Personnel, Timekeeping, and Human Resources
The primary mission of UCPath was to replace the university's 40-year-old decentralized legacy Payroll/Personnel System (PPS) with a unified technological footprint. Key objectives included:
- Modernization: Replacing multiple different variations of an aging system that was at significant risk of breakdown.
- Efficiency and Standardization: Standardizing over 100 business processes systemwide to reduce manual rework and fixing errors, which was estimated to cost the university system $100 million annually.
- Cost Savings: The 2011 business case projected $753 million in savings, primarily through staff reductions made possible by centralizing functions.

Lessons Learned
- Consolidation is a governance decision before it is a technology one.
The hardest questions were about oversight and accountability, not software.
- Phased rollouts buy time but widen the risk window.
